Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the announcement of a new 28-article proposal for ending the war appeared – temporarily – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of contrasting events captured the harsh reality of the current period. By day, diplomatic battles are fought: optimistic declarations are delivered from multiple capitals. Significant resources is expended on managing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor projectile deployments from Russian territory, a ability enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching guided weapons flew past – modern combat jets supplied to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by partner states. Every launch creates sudden vibrations, causing tremors. The brief panic quickly transforms into sober acceptance: perhaps the hostile projectile won't cause damage this time, sparing the city from devastation and additional electricity failures.
Continuous Dangers
Not long after, a automatic firearm engaged a drone in the vicinity, part of a defensive team – almost certainly allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its objective.
Periodically, this continued until dawn. Kyiv greeted the early updates: seven people killed, devastation and utility failures in multiple buildings as a result of the night's assault. As always, everyone still continued their routines – living the war. But those full day demonstrated Ukraine's vital need on Western support – a need that regional partners are demonstrably unable to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from US administration generated strong feelings, debate and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new approach from US leadership adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually secure success. This trend will, certainly, endure.
Strategic Calculations
It is tempting to accuse particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. US administration functions according to a premise familiar among international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is impossible to force Russia to relinquish the territory that it already controls in Ukraine's occupied territories.
The issue is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through words or deeds, from believing that the current condition will not evolve additionally in its benefit in the months ahead.
Opposing Positions
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is close to zero. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding lives and land but averting a complete military breakdown until circumstances change in its benefit.
Existing Situation
Realistically, there are no genuine requirements for a armistice. Now, personal considerations are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their priority does not move to internal issues. And although their task will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Assessment and Future
It took a mere seven days to kill the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.
While new initiatives based on old ideas are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and demonstrate certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
